I am writing to respond to the guest commentary by Jose Calderon. (Re: "Restructuring state government," July 31.)
Mr. Calderon talks of tackling key structural problems that are confronting California. He wants to do away with the two-thirds majority vote in the Legislature so that the tax-and-spenders can eliminate Proposition 13.
