UPLAND - The San Antonio Water Co. board is a legislative body that needs to abide by state open-meeting laws, a state appellate court ruled Tuesday.

The court's decision stemmed from a lawsuit filed in 2002 by the California First Amendment Coalition, an open-government advocacy group. The coalition charged that because the city of Upland appointed board members and partially funded the company, it had to follow the Ralph M. Brown Act.
