UPLAND - The San Antonio Water Co. board is a legislative body that needs to abide by state open-meeting laws, a state appellate court ruled Tuesday.
The court's decision stemmed from a lawsuit filed in 2002 by the California First Amendment Coalition, an open-government advocacy group. The coalition charged that because the city of Upland appointed board members and partially funded the company, it had to follow the Ralph M. Brown Act.See the full content of this document
