I served on the Upland City Council from 1992 through 1996.
In 1995 the City Council promoted Marty Thouvenell to police chief in the city of Upland. Three weeks later we fired the city manager for managing our city budget, as he said, with smoke and mirrors. He had tried to hide the budget problems from the City Council and we caught him because the budget was upside down at midyear.
