UPLAND IS normally such a placid city - "placid" being a polite word for "dull" - that for a columnist, any hint of public dysfunction is like catnip.

Last month, Mayor John Pomierski froze his rival, Councilman Ray Musser, out of serving on any of the 24 city and regional committees, again. Musser has challenged Pomierski for the mayor's seat twice and the ban is Pomierski's way of getting even.

This situation prompted four letters to the editor in this newspaper from Musser supporters, who said the mayor was engaging in a six-years-long "personal vendetta," setting "a poor example of democracy" and even exercising "a dictatorship."
