RANCHO CUCAMONGA - The city has agreed to name the new Victoria Gardens library, which opened Saturday, after San Bernardino County Supervisor Paul Biane. The city's second library will be named in Biane's honor after the supervisor allocated more than $1 million in tax money to the project.
