A limit imposed on water exported from Northern California may leave Southern California parched.

U.S. District Court Judge Oliver Wanger on Friday ordered federal and state water projects to reduce the amount of water pumped out of the Sacramento-San Joaquin Delta area for Southern California because of its effect on the endangered delta smelt, a thin, nearly translucent fish.
