SACRAMENTO - He says California has a "spending problem, not a revenue problem," but Gov. Arnold Schwarzenegger has proposed a budget providing more money for health care, billions more for education and still millions more for other new and expanded programs.

From $6 million for a new obesity-prevention program to $10.4 million to hire 116 additional tax collectors, the governor's 2005- 06 state budget proposes record spending of nearly $112 billion while holding the overall spending increase to 4.2 percent.
