ONTARIO - A massive facility once predicted to position Ontario International Airport as a premier cargo airport has instead failed to materialize nearly three years after the concept was first approved.

Airport officials said environmental regulations imposed by the Federal Aviation Administration have held up construction of the Pacific Gateway Cargo Center, first approved in 2003.
