Although California is not eligible for billions in federal grants because of a law that prohibits the state from using student test scores to judge teacher performance, some school districts might circumvent the state and apply for the grants on their own.
The Los Angeles Unified School District has expressed an interest in applying directly, which is legal, and officials in one local district did not rule out the possibility of following suit, though teachers unions would likely oppose such a move if it required districts to start evaluating teachers using students' test scores.See the full content of this document
