Summary
The governor and the Legislature have made a mockery of governing once too often. The protracted fiasco over the state budget was the last straw. The time has come for Californians to grab their proverbial pitchforks and take back their government.
Abandon the two-thirds requirement in the Legislature to pass a budget and replace it with majority rule and reasonable spending controls. Create a sunset commission to abolish ineffective board and commissions. Establish an open primary system to give moderates a fighting chance. Create a two-year budget with pay-as-you-go discipline and a tax system that brings in stable revenue. Require more signatures to get an initiative on the ballot.See the full content of this document
